The City Clerk is the Custodian of Records and works directly with the Board of Aldermen, prepares agendas and records the official minutes of the Board of Aldermen proceedings. The City Clerk is also the legal custodian of the city seal and the permanent records of the City. Other duties of the Office of the City Clerk include the sale of Cemetery Lots as well as providing information on the City Cemetery, Record Requests, and City Landlord, Business, and Liquor Licensing.

Please complete an Ordinance Violation form for any Ordinance Violations, Complaints or Concerns. You may pick a form at City Hall or download from the link below.
The City Clerk will pass along the complaint/concern to the Police Department who will investigate the situation. If necessary, the complaint/concern will be brought to the Boards' attention.

All New Residents (in City Limits) are required to complete and return an Occupancy Certificate Form along with the Occupancy fee of $15.00. In addition, new residents will be required to provide a copy of photo ID as well as either a lease agreement if renting or a sales contract if purchasing the property.
In addition, those that open a new utility account will be also required to complete and return a Utility Contract along with a Security Deposit of $150.00 and a copy of photo ID.

SECTION 150.15 BUILDING PERMITS
- Structure Defined: Anything constructed or placed, the use of which requires permanent location on the ground or attached to something having a permanent location on the ground.Any person erecting, constructing, reconstructing, or enlarging a structure as defined herein must first obtain a building permit. By way of clarification and not limitation:
- The following items require a building permit:
- Attached garages, carports, decks, and porches
- Driveways, sidewalks, and concrete pads
- Placement of mobile homes
- Outbuildings attached to foundations
- Any work that requires connecting/disconnecting/or reconnecting to City water or sewer
- The following items do not require a building permit:
- Fences
- Pools
- Tool sheds, storage sheds, and playhouses unless attached to a foundation
- Any repair, alteration, or addition that will not change the footprint of the existing structure on the parcel of land.The application for permit shall be accompanied by a site plan which shall accurately and to-scale show the boundaries and dimensions of the parcel of land, setbacks, utilities, the proposed structure, and proposed ingress/egress/parking.
- It shall be the duty of a person designated by the Board of Aldermen to review and approve the application and site plan. If the designee has concerns regarding the application that cannot be resolved with the applicant, the application will be reviewed and approved or denied at the next regular Board meeting.
- The non-refundable fee for building permits shall be $50.00.

SECTION 150.16 REGULATION OF FENCES
- A fence is defined as barrier that is erected for the purpose of, or having the effect of, enclosing a parcel of land, or separating parcels of land.
- No permit shall be required for the erection, installation or alteration of any fence within the City limits. It shall be the responsibility of the person constructing a fence to identify the property line prior to construction.
- Fences may be constructed of only wood, chain link, or vinyl.
- No residential fence shall exceed six (6) feet in height. No commercial fence shall exceed eight (8) feet in height. Barbed wire or razor wire shall only be allowed in addition to a regular fence to enclose commercial space for security purposes and only if the lowest strand is at least seven (7) feet above grade.
- No personal shall erect or maintain an electrically charged fence.
- All fencing must be maintained by the owner in good condition at all times.

To request copies of records, please submit a written request to the City Clerk.
Cost for record request are determined by the time it takes to gather the records and cost of printing ($0.10 cents per page). The City Clerk will respond to all request no later than 3 business days with the estimated time and cost for records. This amount must be paid in full prior to records being located. If the time should be less than what was originally estimated, the additional cost will be returned. Shall the time be more than estimated, the additional cost must be paid prior to receiving records.
